Which billboard and digital formats are available? How much does media space cost? Can existing European campaign artwork be reused? Do you need a Croatian media agency? And who prepares the final artwork, motion graphics or video files for the selected screens?

Croatia has an established OOH market covering traditional billboards, citylights, large-format advertising and a growing network of digital out-of-home screens. Digital networks now extend well beyond central Zagreb: Go2Digital, for example, currently reports coverage across 52 Croatian cities and 28 shopping centres.

This guide explains how OOH and DOOH advertising works in Croatia from the perspective of an international brand or agency — including formats, current price examples, creative requirements, local regulations and the practical division between media buying and creative production.

What are OOH and DOOH advertising?

OOH, or Out of Home advertising, covers advertising seen outside the consumer's home.

Typical formats include:

  • roadside billboards

  • citylight posters

  • large-format advertising

  • advertising at transport locations

  • shopping-centre advertising

  • pedestrian-zone displays

  • transit advertising

  • other indoor and outdoor advertising surfaces.

DOOH, or Digital Out of Home, is the digital part of this market.

Instead of printing and physically replacing a poster, advertising is displayed on a digital screen. Depending on the operator and location, the creative may be static, animated or video-based.

The distinction matters creatively.

A traditional billboard is a fixed composition that may be visible for days or weeks. A DOOH creative may appear for only several seconds within a repeating advertising loop.

That changes how the message should be designed.

How does outdoor advertising work in Croatia?

For an advertiser, an OOH campaign normally consists of two separate parts:

Media

  • locations

  • availability

  • campaign dates

  • number of surfaces

  • display rotation or frequency

  • media cost.

Creative production

  • campaign concept or adaptation

  • graphic design

  • motion graphics

  • video

  • implementation of approved localised copy

  • technical preparation

  • delivery of final files.

These services do not necessarily have to come from the same supplier.

An international company may arrange the media through its existing European agency, a Croatian media agency or directly with a Croatian media owner. The creative files can then be produced or adapted separately according to the technical specifications supplied by the selected media partner.

This distinction is particularly useful when an international campaign already exists and only needs to be adapted for Croatia.

Where can brands advertise in Croatia?

Outdoor advertising is available throughout the country, although the density and variety of surfaces naturally differ between markets.

Zagreb has the largest concentration, but substantial OOH and DOOH inventory is also available in cities such as Split, Rijeka, Osijek, Zadar, Dubrovnik, Pula, Varaždin and many smaller regional centres.

One major Croatian DOOH network currently reports more than 500 digital advertising surfaces across 52 cities, with a presence in 28 shopping centres.

This means a campaign does not necessarily have to be national.

A brand can potentially plan:

  • a Zagreb-only launch

  • a campaign across Croatia's four largest cities

  • tourist-market coverage along the Adriatic coast

  • shopping-centre advertising

  • regional targeting

  • or a broader national network.

The right approach depends on the target audience, campaign objective and media budget.

Billboards, citylights or digital screens?

There is no universally best format.

Billboard

The billboard remains one of the most recognisable outdoor advertising formats.

Europlakat currently offers two common Croatian billboard sizes:

  • 5.04 × 2.38 m

  • 4 × 3 m.

Billboards are particularly suitable for:

  • strong brand awareness

  • simple product messages

  • launches

  • events

  • short promotional messages

  • campaigns that need broad physical visibility.

The creative needs to work from a distance, which normally means a strong hierarchy, limited text and an immediately recognisable visual.

Citylight

Citylights are smaller vertical advertising surfaces frequently seen in urban pedestrian environments, transport areas and shopping centres.

Europlakat's current standard format is 1.185 × 1.75 m.

Because the viewer is often closer to the surface than with a roadside billboard, a citylight may allow slightly more information.

It should still remain visually simple.

Digital screens

DOOH adds movement and flexibility.

Depending on the surface, a digital campaign can use:

  • static artwork

  • subtle motion

  • motion graphics

  • short video

  • multiple creative variations

  • different messages by location or schedule.

The main creative challenge is that digital screen dimensions are far less standardised than television or social-media formats.

That is why technical specifications should ideally be obtained before production starts.

How much does billboard advertising cost in Croatia?

There is no single national billboard price.

Pricing depends on factors including:

  • city

  • location

  • surface category

  • illumination

  • campaign duration

  • number of sites

  • operator

  • commercial agreement.

However, publicly available 2026 pricing provides a useful reference.

Europlakat's price list effective from 1 January 2026 gives the following 14-day billboard examples:

The published prices exclude VAT.

The same 2026 price list currently gives citylight examples of:

  • €410 / 14 days for first-category locations

  • €331 / 14 days for second-category locations

  • €262 / 14 days for third-category locations.

A citylight scroller is listed at €289 per 14 days.

These figures should be treated as examples from one media owner, not as a universal market rate.

They also represent media-space pricing, not creative production.

Design, adaptation, animation, print production and other campaign costs may be separate.

How much does DOOH advertising cost in Croatia?

Digital outdoor pricing can be structured differently from traditional poster-based OOH.

Some surfaces are priced by day, while larger networks or multi-location campaigns may be quoted according to a specific campaign plan.

Europlakat's current public DOOH inventory provides a useful example. In Zagreb, published daily rates for individual digital locations currently range from approximately €180 to €480 per day, excluding VAT. Rijeka and other markets include different price points.

Again, these are examples rather than a Croatian market-wide rate.

DOOH cost may depend on:

  • location

  • screen prominence

  • campaign duration

  • number of screens

  • share of the advertising loop

  • time of day

  • frequency

  • audience

  • network package.

For an international campaign, I would therefore separate the budget into:

Media budget
the cost of buying the advertising inventory

and

Creative-production budget
the cost of designing, adapting, animating and technically preparing the campaign assets.

Do international brands need a Croatian media agency?

Not necessarily.

There are several possible ways to organise an OOH campaign in Croatia.

An international brand may:

  • use its existing international or regional media agency

  • appoint a Croatian media agency

  • buy inventory directly from a Croatian media owner

  • combine international media planning with local execution

  • or use separate suppliers for media and creative production.

The right model depends on campaign scale and how the brand already manages its media.

For a large multinational campaign, the media plan may already be controlled by an agency in London, Vienna, Berlin, Milan or another European hub.

A smaller campaign may be purchased directly from an operator.

The important point is that media buying and creative production are separate functions.

A brand can therefore have its media partner select the Croatian screens while using a different production partner to prepare the assets.

Who buys the media and who prepares the creative?

This distinction can make an international campaign much easier to organise.

Media owner or media agency

Typically handles:

  • available locations

  • inventory

  • campaign dates

  • audience and coverage

  • display frequency

  • rotations

  • media pricing

  • booking.

Creative-production partner

Can handle:

  • graphic design

  • adaptation of existing campaign artwork

  • motion graphics

  • DOOH animation

  • video adaptation

  • billboard print files

  • implementation of approved Croatian copy

  • multiple screen dimensions

  • final technical exports.

For international agencies, this can be particularly useful when the media buying is already solved but the campaign still needs local production.

Creative requirements for Croatian DOOH screens

One of the most important rules is simple:

Get the technical specifications before producing the final creative.

Unlike social platforms, where formats such as 16:9, 9:16 and 1:1 are relatively predictable, DOOH surfaces may use very unusual aspect ratios.

Before production, obtain:

  • pixel resolution

  • orientation

  • maximum duration

  • accepted file format

  • video codec

  • frame rate

  • colour requirements

  • maximum file size

  • whether animation or full-motion video is permitted

  • any content restrictions.

Some Croatian DOOH surfaces use approximately ten-second advertising slots, but this should never be assumed to apply universally.

And ten seconds of available media time does not mean the viewer will watch the screen for ten seconds.

A driver, passenger or pedestrian may only see part of the creative.

That is why the message should ideally remain understandable even when the viewer does not see the entire sequence.

A real example: adapting one campaign to different Croatian DOOH formats

A useful example comes from the MSF59 campaign.

For this project, the graphic studio created the original designs and format layouts, while I animated the DOOH versions based on those supplied compositions.

The campaign required multiple screen dimensions, including extremely vertical and very wide horizontal formats.

That meant the animation could not simply be exported repeatedly from one master video.

Each format had to respect its own composition.

Another important difference was motion intensity.

The social-media version could use a more active sequence and more visual changes.

For the DOOH execution, the movement was deliberately restrained. In one version, only the background uses gentle motion while the primary subject and message remain stable.

This makes the creative easier to understand within a short outdoor viewing window.

Same campaign. Different medium. Different rhythm.

Why DOOH screen formats vary

A standard online campaign might be based around:

  • 16:9

  • 9:16

  • 1:1

  • 4:5.

DOOH does not work that way.

The screen may be designed specifically for:

  • a building façade

  • a roadside structure

  • a shopping-centre wall

  • a portrait advertising unit

  • a transport hub

  • an architectural installation.

As a result, one DOOH screen might be extremely tall while another is extremely wide.

Simply placing a 16:9 television commercial inside an unusual screen can produce:

  • empty areas

  • poor cropping

  • unreadable typography

  • tiny products

  • misplaced logos

  • an ineffective composition.

A better approach is to treat the existing campaign as the creative master, then rebuild the layout for each important surface.

Static or animated DOOH?

Animation can attract attention, but more motion does not automatically mean better DOOH.

A simple animated execution may be more effective than a fast edit containing many cuts and messages.

For example, a ten-second creative could consist of:

  1. a strong product or campaign visual

  2. subtle movement

  3. one short message

  4. clear branding.

The creative does not necessarily need to behave like a ten-second social-media advertisement.

Social media is viewed on a personal screen, often with the user's attention directed toward the content.

A roadside DOOH display exists in a completely different viewing environment.

The creative should be designed for that environment.

In the DOOH version, only the background was animated, and the movement was kept slow and subtle. I chose this approach because outdoor viewers usually have less time and attention than someone watching social media or online video. By keeping the main subject and message stable, the creative becomes easier to read quickly, while the gentle background motion still helps attract attention without overwhelming the composition.

Adapting an international campaign for Croatia

International brands often already have a campaign concept, photography, key visual, video and brand guidelines. These assets do not necessarily need to be recreated from scratch for Croatia.

In many cases, the global or European campaign can remain the creative master while the Croatian execution is adapted for local language requirements, media specifications and viewing conditions.

Depending on the project, localisation may involve:

  • approved Croatian copy

  • CTA and promotional information

  • legal or mandatory text where applicable

  • typography and line breaks

  • product or subject positioning

  • aspect ratio

  • animation timing

  • amount of motion

  • logo placement

  • technical exports

Localisation is not simply translation. It is the process of preserving the campaign idea while making the creative work correctly in the Croatian market and in the selected media format.

Does advertising in Croatia need to be in Croatian?

Croatian language requirements should be considered when adapting an international advertising campaign.

Under Article 11 of Croatia’s Croatian Language Act, public announcements and promotional messages in spoken, printed or electronic form are issued in Croatian. Multilingual promotional messages may also use other languages, but the Croatian version should appear first.

For an international brand, this means an existing English or global campaign may still provide the creative master, but the public-facing Croatian execution will normally require approved Croatian copy.

In production terms, localisation may therefore involve more than replacing one line of text. A Croatian translation can change line length, typography, hierarchy and spacing, which may require the artwork or animation to be recomposed.

For campaigns with specific legal, regulatory or sector requirements, final copy should be confirmed by the client, media agency or appropriate legal adviser before publication.

Preparing billboard artwork for print

Traditional OOH requires a different production workflow from DOOH.

The final file should always be prepared according to the specifications supplied by the media owner or print provider.

Before starting the artwork, check:

  • physical dimensions

  • working scale

  • required resolution

  • colour mode

  • bleed

  • safe area

  • accepted file format

  • segmentation requirements if applicable.

Large-format print should not automatically be prepared using the same assumptions as a brochure or small poster.

Because the final surface may be several metres wide, working scale and effective resolution are often handled differently.

Europlakat, for example, currently lists billboard formats of 5.04 × 2.38 m and 4 × 3 m and also offers separate billboard and citylight printing services.

The safest workflow is therefore:

media specification → artwork → technical check → final delivery

rather than creating a generic billboard file and hoping it matches the selected surface.

Outdoor advertising rules in Croatia

Outdoor advertising is also subject to national and local regulation.

Croatia's Roads Act includes specific provisions for advertisements along public roads.

Among other things, advertising is restricted on motorways, express roads and roads intended exclusively for motor vehicles and within the associated protection zone, subject to specified exceptions. On other public roads, advertising must not be positioned or designed in a way that threatens traffic safety, and approval for relevant placements is issued by the entity managing the road or the concessionaire.

Croatia also has legislation covering light pollution. The law explicitly includes illuminated advertising boards within the scope of outdoor lighting and establishes measures intended to limit unnecessary or harmful artificial light.

For an advertiser booking an existing legal advertising surface, the media owner will normally handle the location and infrastructure side of these requirements.

However, regulations are still relevant when evaluating what inventory is available and how illuminated or digital advertising can be operated.

Advertising rules in Zagreb

Zagreb deserves a separate note because the city introduced substantial changes to billboard regulation.

In March 2026, Croatia's High Administrative Court confirmed key parts of Zagreb's newer advertising rules.

According to the City of Zagreb, commercial advertising panels placed on public-use areas, third-party land, buildings and construction-site fences are generally required to have an advertising surface of less than 12 m².

Larger panels are permitted under much narrower circumstances, including on business premises for advertising the activity conducted there. The ruling also confirmed a three-year transition period for existing panels to comply with the rules.

For a brand purchasing an existing advertising surface, this is normally an issue for the media owner rather than the advertiser.

It does, however, illustrate why international campaign planners should use current operator inventories rather than older lists of billboard locations.

Regulations and local conditions can change, so requirements for a specific location should always be confirmed with the media owner or relevant authority before a campaign is booked.

One campaign, multiple channels

One of the most efficient approaches is to create a campaign system rather than a collection of unrelated files.

A single master concept can potentially become:

campaign key visual

→ billboard
→ citylight
→ DOOH animation
→ Instagram / Reels
→ online video
→ static digital advertising.

The important point is:

same campaign does not mean same file.

Each channel has different viewing conditions.

A billboard needs to communicate from a distance.

A DOOH creative may have only a few seconds.

A vertical social ad is viewed closely on a phone.

An online video has more opportunity for pacing and storytelling.

The brand, visual language and core message can remain consistent while the execution changes.

For international campaigns, this also means Croatian production does not necessarily need to be treated as an isolated project.

It can be an extension of the existing campaign system.

A practical workflow for international campaigns

A straightforward Croatia campaign can look like this:

1. Define the campaign objective

For example:

  • product launch

  • event

  • brand awareness

  • retail campaign

  • tourism

  • seasonal promotion

  • support for a broader European campaign.

2. Select the media

The media agency or owner provides:

  • locations

  • dates

  • campaign package

  • technical specifications.

3. Collect the existing brand assets

Ideally:

  • logo

  • brand guidelines

  • campaign key visual

  • photography

  • source artwork

  • video material

  • approved text.

4. Determine localisation requirements

Decide whether the Croatian campaign needs:

  • translated copy

  • local offer

  • Croatian CTA

  • local legal text

  • local contact information.

5. Produce the adaptations

For example:

  • billboard artwork

  • citylight artwork

  • horizontal DOOH

  • portrait DOOH

  • unusual custom screen

  • social version

  • online video.

6. Adapt motion to the medium

For DOOH, this may mean:

  • simplifying animation

  • keeping the main subject stable

  • reducing the number of transitions

  • shortening text

  • maintaining branding for longer.

7. Technical QA and delivery

Every output is checked against the specification provided by the media owner.

The finished files can then be delivered to the agency, client or operator for campaign launch.

Sometimes technically, but it is often not the best creative solution.
